Htoo Khant Kyaw (ထူးခန့်ကျော်), an infamous quack in Burma has bought a fake PhD from 
a diploma mill called "Dayspring International University" which is not accredited by any government recognised educational body in the United States or internationally.

(1) Via the U.S. Department of Education
Search the official Database of Accredited Postsecondary Institutions and Programs (DAPIP). Entering "Dayspring International University" or its claimed accreditors (such as American International Accreditation Organization Bureau or United Global Accreditation Center) returns zero results.

(2) Via University Grants Commission (UGC) of India (India is its home base)
Check the UGC Consolidated List of Universities or the UGC Public Notice on Fake Universities to confirm it has no legal degree-granting authority in India.

(3) Via UNESCO / International Association of Universities
Cross-check legitimate higher education institutions worldwide using the World Higher Education Database (WHED), which lists only institutions officially recognised by competent national authorities.
