Fakers in Open Access (Shitty) Peer Reviewed Journals?

I got some claims that some of those chaps are no
fakes as they have published peer reviewed journals
or edited books. Fine, but are those in crap journals
and edited books posted by dodgy quality publishers?
An edited book is a compiled collection of chapters
written by subject experts who has published a good
number of original works in peer reviewed journals.

What are Open Access journals? Are there fakes?
Some of them are dodgy if not outright forgeries.
A good example is below:

http://www.academicjournals.org

For editorship, Intech Open Access Publisher will
publish create an ebook for you, post on their web
sit, you can be the editor for that book, as long
as you are willing to spend a few thousands bucks
from your own pocket or your organizational budget
(hope you work for fools).

To see why some academics are upset with such dodgy
OpenAccess publishers, following blog is the source.

and also here

Their target is dodgy publisher, Bentham Open Access

In general, papers appeared in shitty journals are crappy.
Is following such a paper appeared in such a journal?

Music and Artistic Artefacts: Symbols of Rohingya
Identity and Everyday Resistance in Borderlands
